Executive Director

Patrick TroskaPatrick Troska, Executive Director

Patrick Troska is the Executive Director at the Foundation, and also serves as point person for the Foundation’s funding strategies in the areas of housing and transit. He has been with the Foundation since 2000 when he came on board as a Program Officer. In January 2005 he was promoted to Senior Program Officer with responsibilities to oversee all aspects of the Foundation’s annual grantmaking program, including reviewing all final reports submitted on grants made by the Foundation. From 1997 to 2000, he was a Fund Distribution and Community Initiatives Manager for the United Way of the Saint Paul Area. Patrick began his career in youth services where he held several positions with the Catholic Archdiocese of St. Paul and Minneapolis, and Minnesota Children’s Museum. He earned his B.A. from St. John’s University, and holds an M.A. in Leadership from Augsburg College in Minneapolis. He has served on many nonprofit boards including District 202, ACTS of St. Paul, and Minnesota AIDS Project, which he chaired from April 2010-April 2012. In June 2009 he completed a fellowship in public policy at the Hubert H. Humphrey Institute of Public Affairs.  He lives in Minneapolis with his faithful canine companion, Zander.

Senior Program Officer

Joel Luedtke is Senior Program Officer at the Foundation. In this role he helps design and manage the Foundation’s grantmaking initiatives. Joel also serves as the point person for the Foundation’s funding strategies in the areas of employment and education. Since 2011, he has managed the Phillips Sectoral Employment Initiative.  Joel joined the staff as a Program Officer in 2007 and served in that capacity through 2010. During these four years, he had the opportunity to work closely with dozens of Foundation grantees working in a wide array of issue areas. From 1999 to 2007, Joel served as the Director of the Minnesota Council of Churches’ Refugee Services program. He supervised a multi-ethnic staff of 14 that provided a range of services to new refugee arrivals. Joel earned a Master of Public Administration degree from the University of Pittsburgh and a Bachelor of Arts degree from Gustavus Adolphus College.  He is a proud “Northeaster” and lives with his family in Minneapolis’ Audubon Park neighborhood.

Grants and Operations Manager

Tracy LampartyTracy Lamparty, Grants and Operations Manager

Tracy Lamparty is the Grants and Operations Manager at the Foundation. She manages both the Foundation’s grantmaking process as well as its administrative and financial operations. Tracy joined the Foundation as the Office Manager in 2008. During her first three years, Tracy focused her efforts on creating new efficiencies in the office and learning about both foundation work in general as well as grants management. From 2001 to 2008 Tracy was the Office Manager at Al’s Master Plumbing/Benjamin Franklin Plumbing and managed the customer service area. Tracy earned her B.A. in International Relations and German Translation from Kent State University and completed her mini-MBA for Nonprofit Organizations at St. Thomas in 2010. She serves as the CFO for the Roseville Gymnastics Booster Association and served on the board of directors for the Superior Hiking Trail Association for 6 years. She lives in St. Paul with her husband, 2 busy girls and her dog lovingly nicknamed “Beast”.

VISTA Program Manager

Elizabeth Coco, VISTA Program Manager

Elizabeth Coco is the VISTA Program Manager at the Foundation. Coco joined the Foundation in fall 2015, and in her role she manages the C3 Twin Cities VISTA Program by providing meaningful professional development opportunities to members and support to supervisors and partner organizations. Coco comes to the Foundation from the Minnesota Council of Nonprofits where she founded the MCN VISTA Program focused on directing resources towards culturally based nonprofit organizations. Previously, she served as a VISTA member at MCN and completed a year with AmeriCorps serving as a Minnesota Reading Corps Pre-K Literacy tutor at Bethune Community School in Minneapolis. Coco earned her BA from Gustavus Adolphus College with degrees in religion and gender, women and sexuality studies and has a deep passion and dedication for social, economic and racial justice. Additionally, Coco volunteers her time on the Board of Directors of the Headwaters Foundation for Justice.

VISTA Leader

Jay Klyman is a dreamer and a troublemaker. Jay was born and raised in Evanston, IL. They will always think that the great lakes are better than the 10,000 ponds in Minnesota. Jay graduated from the University of Minnesota in May and created their own major in Authentic Community Engagement. They are excited to be cheerleading for the VISTA team this year and making VISTA more accessible/welcoming for “non-traditional” applicants.
